Recently, Insight Technology Co., Ltd., located in the Xiong’an Artificial Intelligence Industrial Park, announced a significant upgrade to its self-developed “Jianzhi” large model. “Jianzhi” focuses on vertical fields such as government affairs, finance, and energy. Following this upgrade, its accuracy and complex logical reasoning capabilities have greatly improved, attracting many clients. He Hao, the Chief Technology Officer of Insight Technology, smiled as he reflected on the hard work that led to this achievement.

Data shows that over 90 key AI companies, including Jizhi Jia, Insight Technology, Wenzhun Intelligent, and Hangzhou Yunshenchu, have gathered in Xiong’an. Through supportive policies, innovation factor aggregation, and the creation of a favorable ecosystem, the AI industry is gaining momentum in this vibrant area.

A Collaborative Innovation Ecosystem

On May 9, entering the Xiong’an Artificial Intelligence Industrial Park, one could see a bustling scene: the sound of keyboards filled the air, with developers focused on coding and discussions about technology echoing from the corners. The atmosphere was charged with innovation.

As a key AI industrial cluster in Xiong’an New Area, the Xiong’an Artificial Intelligence Industrial Park focuses on innovation in AI theory and applications, laying out a full-stack AI innovation ecosystem around foundational, technological, and application layers. It aims to create a comprehensive industrial cultivation system that integrates technology research and development, project incubation, enterprise growth, and headquarters office functions.

“The park is not just an office space for companies; it is an ‘accelerator’ that empowers business development,” said Cui Hang, head of the Industrial Operations Center of Xiong’an Technology Industrial Park Development Management Co., Ltd. The park provides one-stop services from business registration and policy application to talent recruitment and living support, actively connecting enterprises with industrial chain resources and application scenarios to help AI companies accelerate their technological innovation.

From algorithm development and computing power support to scene applications, the upstream and downstream of the industrial chain converge within the park, forming an ecosystem where businesses can interact closely.

“Since moving into the Xiong’an Artificial Intelligence Industrial Park, one of our gains has been finding like-minded partners,” He Hao told reporters. Last year, at a technical salon organized by the park, Insight Technology met Huqing Zhiyan, located downstairs. After in-depth discussions, they discovered that their products and technologies could complement each other. Insight Technology’s dense computing technology can be deeply integrated with Huqing Zhiyan’s model security framework to jointly provide safer and more reliable data intelligence solutions for clients in finance and government affairs. The two companies quickly reached an agreement, and their products have already been integrated, working together to explore the market.

An Innovation Platform Connecting Industry, Academia, and Research

High-energy innovation platforms are key to activating the momentum of AI innovation. Xiong’an New Area has established several high-energy innovation platforms, among which the Xiong’an Artificial Intelligence Research Institute stands out.

The Xiong’an Artificial Intelligence Research Institute is jointly built by Xiong’an New Area and Tsinghua University, led by Academician Yao Qizhi of the Interdisciplinary Information Research Institute and Academician Zhang Yaqin of the Intelligent Industry Research Institute. It will officially open in June 2025. Currently, the institute has established a “1+6 public R&D platform”—supported by one talent training platform, it simultaneously lays out six specialized laboratories focusing on embodied intelligence, intelligent driving, and smart IoT, among others, targeting key areas such as AI infrastructure, AI safety, and embodied intelligence in healthcare.

Located in Building 3 of the Xiong’an Artificial Intelligence Industrial Park, the research institute is connected to Building 4, which houses enterprises, through a corridor. This spatial layout forms a complete closed-loop ecosystem of “research and development—transformation—application.”

“Cutting-edge ideas from one laboratory can find industrialization opportunities in the adjacent building. When enterprises encounter technical challenges in the market, they can easily ‘go upstairs’ to seek support from top research forces,” Cui Hang said. The Xiong’an Artificial Intelligence Research Institute seamlessly connects with the industrial front line, enabling research results to bloom and bear fruit at the fastest speed while empowering AI companies’ technological innovation, effectively bridging the “last mile” from the laboratory to the production line.

Comprehensive Support Measures to Foster Innovation

The development of the AI industry relies on a favorable system and environment. In recent years, Xiong’an New Area has introduced several measures to support the development of the AI industry, including establishing the Xiong’an Industrial Investment Guidance Fund and the Hebei Xiong’an Technology Innovation Equity Investment Fund, continuously strengthening digital infrastructure such as computing power, and nurturing the fertile ground for AI industry development, leading to a continuous emergence of significant innovative achievements.

In January this year, the “Jishu” data large model (LimiX) was released in Xiong’an, along with its latest achievements and strategic plans. This model was jointly developed by Tsinghua University and Wenzhun Intelligent (Xiong’an) Technology Co., Ltd., and is the first general model in China designed for processing structured data.

Unlike many current language large models, “Jishu” focuses on analyzing patterns from structured data and making predictive decisions. “If language large models are like ’liberal arts brains,’ then ‘Jishu’ is the ‘science brain,’” said Yu Fei, Vice President of Wenzhun Intelligent. It was under the support of Xiong’an’s science and technology innovation policies and computing resources that they completed the upgrade and iteration of “Jishu.”

After its release, “Jishu” quickly attracted significant attention from the industry. To facilitate the implementation of “Jishu,” the Hebei Provincial Department of Industry and Information Technology, in conjunction with the Xiong’an New Area Administrative Committee, recently issued a notice to carry out innovative applications of “Jishu” in eight key scenarios, involving industries such as steel, chemicals, and biomedicine.

“With the support of the Provincial Department of Industry and Information Technology and the New Area, we are accelerating the testing and validation of ‘Jishu.’ Currently, ‘Jishu’ has completed testing and validation in over 60 real scenarios, covering multiple industries including steel metallurgy, energy power, and petrochemicals. A single model covers multiple fields, and ‘Jishu’ has received unanimous praise from users for its cross-domain generality, reliability, causal credibility, and high efficiency at the edge,” Yu Fei explained.

Not only ‘Jishu,’ but also several leading AI models such as ‘Fengqing’ and ‘Fengshun’ have emerged from the fertile soil of the future city.

“Xiong’an’s innovation ecosystem provides a broad application scenario for new technologies. We will draw nutrients from this land to continuously advance the research and application of AI models,” said Dou Zesheng, Chief Architect of the Xiong’an Meteorological Artificial Intelligence Innovation Research Institute.

From the rapid emergence of an industrial park to the gathering of top talents; from the empowerment of high-energy platforms to the emergence of numerous research achievements… in the future city, a grand vision of driving urban development and leading industrial transformation through artificial intelligence is gradually unfolding.
